Question wer 2 start dynamic web application

since 2009 iv been creating offline microsoft access applications. im very much familiar with SQL syntax and data manipulation and presentation using ms forms and reports.
i now want to create a database driven website / mobile app.
After some reading, i pick Java because it is platform independant.
i ask the forum to give me the propper starting notes.
which java technologies to install and which database backend to pick from.
    example is java and mysql
is netbeans the way to go, and if so , which appropriate netbeans technology to pick from .. from this netbeans download page?
so i ask for the propper java technology for dynamic website/ mobile app creation
    many thanks to the forum
