The 'Head First' series is very popular with beginners, so I'd recommend Head First Java. Also, the Official Java Tutorials are a great resource.

    1) search this forum for book recommendations - and the opposite, which books / authors to avoid. This gets asked basically every week, so just scanning the threads in New to Java is enough to find the more recent ones quickly.

    2) use Amazon.com (and similar sites, it helps to compare in different sources) book reviews and scoring to learn which ones are really good and which ones are really bad, but also in what style the book is written

There is no 'best' book, it all depends on you what writing and teaching style matches your needs. Head First Java for example teaches through puzzles and games. If that is not your thing, then the book will be pointless for you. Only you can know what suits your needs, so I suggest you start digging into reviews.
