javac is not an internal or external command
That message from the OS is telling you that it can not find the javac command.
Is there a javac.exe file on your PC?
Does the PATH environment variable have a path to the folder the javac.exe file is in?

Also you can use the full path to the javac.exe file so the OS can find it. For example on my PC:
    D:\Java\jdk1.8.0_25\bin\javac.exe -cp . -Xlint TestCode20.java

What's in your path variable now? Open a command prompt window and enter: path
    The contents will be displayed.

The path you posted looks like what should be added to the Path variable.

Sorry, I do not understand your question. When I open a command prompt window I see this:
    Microsoft Windows [Version 6.1.7601]

    D:\JavaDevelopment\Testing\ForumQuestions10>
with the cursor flashing after the > on the last line.

I presume you want the command line prompt to just be c:\
But that is not important. You need to determine where JDK (Java Development Kit) is installed. You will then have a bin directory there. You need to add that path name to your PATH variable.
As was suggested earlier, open Lesson: Common Problems (and Their Solutions) (The Java™ Tutorials > Getting Started)

The first problem discussed is the same as your problem. So follow the instructions.
