My experience is that many of the Eclipse JEE tools, VE in particular, are buggy and unreliable. NetBeans' visual Swing editor is excellent, although I prefer Eclipse overall. My top pick is to shell out around $70/year and license MyEclipse, which has top-notch JEE plug-ins for almost anything, including the NetBeans visual Swing editor.
