    Are you asking how to use a painting application? Or how to use Java to modify an image?

    Also, do you own the rights to this image?

    You already answer your own question; you need all those different elements of the picture separately rather than having only one picture. So the mustache is a different transparent picture which you draw on top of the face; then you can have a picture with a purple mustache, a picture with a yellow mustache, etc. etc. and you only need to pick the right image to draw on top of the face.

    the problem is shake hands in the painting application in windows.for example I want to coloring the hat only with blue and without continuous motion the mouse,Because in this case, blue goes to another area and as a result we see bad painting!!! I want a beautiful coloration and each color in the desired area.
    for example I do not want the image below:
    using color for character-index1.jpg

    thank you.

    You have already been given an explanation. The image is probably a composite of different images overlaid on top of each other. I am fairly certain you can't do what you want with your painting program. Even with individual composite images, I doubt that you could add the shadowing and depth effects.
    You probably need a more sophisticated app like PhotoShop.

    So to answer the actual question, "Android game makers" either get good at graphical editing themselves (which requires plenty of practice, a little training and a creative brain), or they have people part of their team who are good at it.

    And they tend not to use Paint to do it.
    They will often have some form of this, with one of the professional art software.
    Gimp's popular with the indy crowd, along with Blender. If only because they are the freebie ones.
    Please do not ask for code as refusal often offends.

    What do you think I am, some kind of sensitive art student who can draw fancy squiggles? It's "Captain Green Rectangle vs The Evil Red Circle" every single time.

    Here is a hilarious series of photoshop tutorials that's both funny and actually useful at the same time:

    Too bad its a little older so the quality of the videos is really poor.
