Default Finding the character set of a FILE

How we can find which character set encoding is being used by a text file?
I believe this information is in the file header. Please guide me.

Javaplus, text files don't contain "headers".. if you're using text files it's generally accepted that you already know its encoding. Someone will correct me if I'm wrong.
