Default Step-by-Step Billing system in Web Services

Help me create a billing system in Web Services.
    JSP pages
    Accounts / logins
    EJB calls
    Oracle db
    Web Services
    etc

    Step 1: I have a domain mysite.com
Ques 1: Does Godaddy or any hosting service allow me to host J2EE pages and oracle as database. Or do I need to use something else ?
