Collaboration forum category?
A few minutes ago http://www.java-forums.org/advanced-...l-network.html was posted in the Advanced Java forum. It's a description of a project and an invitation for people to collaborate on it.
Now, there's no actual technical question here. (advanced or not). But then, neither is it a "Java Software" announcement - or, at least, it's not like anything else in that forum which relates to actual, finished, products. Nor is it "Review/Advertising" which also relates to actual things (software, hardware, conferences, etc).
Perhaps there would be benefit in having a "Collaboration" forum where projects could be described.

Having said that, I'm not actually of the view that having more forums is *necessarily* a good thing. Beyond a certain point they can become logical clutter which confuses people and therefore act counter to their intended purpose (logical, useful arrangement).
In particular, perhaps the "Learn Java" area could be pruned of unused forums.
