    Actually Rational XDE is also eclipse , Your question is confusing because there is no comparison between eclipse (the plugin philosophy) ,XDE.I think here you are asking for the some plugin in eclipse with another plugin of eclipse (XDE) you should specify the name of the other plugin then only we can comment
