Creat app. that can run from USB 3g modem and get information for sent to server

Every one.. i am newer in java.please any one help to solve my problem..that is...

i have to create an application that can run from the USB modem and the application to move from device to device with the user.
The application should collect the information and send it to a central repository for later analysis.. end user dont need to know about instalation or any thing else. its automatic runing in backend..

the application get below information...
• Pages visited
• Modem connection speeds
• What kind of device user is connected with (pc, tablet …)
..................

actually i need information.. how i do complete this task.. Like .1 Whice tools of Service will use. or 2. how to start this ...
