    You tell us. What does it do?

    The -Xmx300m is a JVM argument. Jframe is presumably the name of a class, and the rest are arguments that are passed into the main method of that class.

    Well, I'm not sure but I can guess.
    -Xmx300m is something I've never seen before, well I've seen it, just not understood it. Second Jframe is the class to import and make frames (windows) in Java. highmems is something I don't know, as well as the members. 32 might be the bit of the computer?

    Have you tried googling the xmx argument? And I already explained the rest of the arguments. Without seeing what the class does with those arguments, we can't tell you what they do. You have to tell us.
