this is already implemented. type sysout+CTRL+SPACE. it possible to change the name for the shortcut to jj but it's a bad idea without CTRL+SPACE

Navigate to Windows>Preferences>Java>Editor>Templates. You can edit an existing template (e.g. sysout) or define a new one.
