    Default Adding Javadocs Without IDE's

I am wandering, is it possible to add a javadoc without using an IDE? I have searched all over the internet and cant find anything helpful, so if anyone could provide help it would be most appreciated. You may ask why I want to change the javadoc, and that is so I can develop plugins for Bukkit (Bukkit Forums). I curerntly use the Geany IDE but there is still no support to import javadocs. I do not use any other IDE's as I dont have room to cram them onto my computer :P

Define 'add a javadoc'. Add it to what? Where does the javadoc come from?
