need help plz in mobile application

i want to make a mobile application that works in all mobiles and i can't choose the tool that i will use to create this application
java me or android im beginning in this field ...i need to understand how can i make mobile app that work with all mobile!!??

Hi! I'm a noobi also but this much I have been able to understand that there are several platforms of mobiles out there and each one is different however I have understood that if you use the [Android 2.2] platform it covers most new and old mobiles apart from the older mobiles.
