How would you match values in a multidimensional array against other nxn arrays?

I have an small 3 x 3 array that contains a set of values. I would like to pattern-value match this array to a much larger n x n array. For more clarity see the attachment. How should I go about designing the algorithm to perform the matching? Any ideas?ArrayPatternMatching.txt
