'IO exception:Server returned HTTP responsecode:401

I am geting an exception
'IO exception:Server returned HTTP responsecode:401 for the url :http://localhost:80/test/testServlet.class
when I try to hit the url the login url for my application.
I am using IIS 7.5 and weblogic 10.3.5.
Is this due to some authorisation?
I was earlier using Weblogic 9.1 ans IIS 6 and the same code worked .Just shifted to the new versions .
Please help.
