Problem removing Java
I removed Java so that I could start over using it, but when I try to reinstall I see a notice from Java setup: This software has already been installed on your computer. Would you like to reinstall? I choose yes and another notice appeared that read: This action is only available for installed programs. When I did a search for Java files I found some that could not be removed, it seem I need permission to remove them, that I do not know how to do.

Did you try to reboot after uninstalling from the Control Panel?

Once you uninstall Java from the program list, check the physical path that any installation files are still available. Try to delete them manually too and restart the system.
By the way on what OS are you doing this.
