Hi. irc is just chat. I can say that it can't help you in learning java or anything yet. You must work your self. You must read books to do all exercise in end chapters. Forums, chats and another community is used when you have special questions or some doubt.

Yes , of course i am learning and practicing program's from good books , but was wondering to know what IRC's is ? and how it will help me to learn java . I also installed IRC client and went some java room but no one is replying me and no one is chatting public , so i don' know why they are wasting their time in stayin in IRC ?
is their any real benefits in IRC chat ?

The benefit of IRC over a forum is that you can chat in real time so you can ask questions about answers really quickly, of course the downside is you need someone actually there at the same time as you to get a response. Forums are easier to get answers on because people can reply hours or even days after the question has been asked but obviously that takes a lot more time.
Currently developing Cave Dwellers, a Dwarf Fortress/Minecraft style game for Android.
