Need help java

Hello,so I need some help about java,where do you find jvm? I dont understand,im noob in JAVA,i need to "load java control panel, add these optional parameters to the JVM" I cant find anywhere in control panel where to add those parameters because when click on cofee cup in control panel i dont see where it could be added.Another thing,is it possible to configure JAVA somehow to show diffrent windows version? Ive been looking for this forever and cant seem to find anything I would be wery greatfull if someone could help me with it,somehow it should be possible to change java showing diffrent windows. :(nerd):
