    Default detecting folder listing

I would like to know if it's possible to make an application that senses when a directory on C is viewed?
For example, i want a message to appear whenever a hidden folder is viewed/listed by a local user, graphiclly
or via command line. I'm quite new to java so appreciate any help. Thanks.
