It means that your machine has java installed. And the pop up that you are receiving is most probably about "Auto Java Update". It may have found some latest version update for your installed java version 1.4.x.
So if you wish to update your java version, click on the coffee icon in task-bar and install the java update or just leave it as it is.
If you don't want the java update functionality, disable it. For that try out following,
1) Go to C:\Program Files\Java\"Your Java Version"\bin
Then right click on the javacpl.exe and choose run as administrator. Go to Update tab and un-check the check for java update.
2) Go to registry HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Update\Policy\EnableJavaUpdate and set this value to 0. This will disable the java auto update.
Make sure that you are logged in as administrator.
