I'm not sure who this was directed at since this thread is so old.
If it was something I was talking about, I may have been talking about "static HTML" as in straight HTML versus "dynamic HTML" as in HTML created at run-time by a server-side language like PHP or JSP.
Most of the Internet is written in PHP and that PHP is largely charged with creating dynamic webpages that are ultimately written in HTML...
