Fixed Header

I'm trying to create a fixed header flash file that will stay in place regardless of the browser's window size. An example of what I am talking about can be seen here:

Diablo III

If you change the size of the browser window while looking at this site, you will notice the tips of the angel's wings going behind the window while the image itself stays central. Could anyone tell me how this is achieved?

What does this have to do with Java? Or is it link spam disguised as a question?

I don't know how this effect is being achieved. I already hit up some CSS and Dreamweaver sites. No luck. I was hoping this affect was done through Java...
