You don't need any plugin if you want to develop an application that uses visual components; those components are just ordinary objects (besides the fact that they have a visual aspect). Just start designing and implementing the source code. b.t.w. the code generated by those 'gui builders' is ususally very bad and mostly not understood by the people who (indirectly) created it.
