1) Java cannot do this. You need to use a language that gets closer to the hardware such as C or C++
2) Even if Java could do this, this is not a "send me the code" type of forum. If that's all you want, then go to rent a coder dot come. Otherwise most here will be happy to help you with your own code.

I've no idea; I just know that Java can never do this. This question might be best asked in a Windows forum.

I didn't know RAM had a serial number that can be read electronically ...
