I have to develop a project on online examination System..But i dont know how to start off please help me

Try Serena prototyping software, you can build static ideas from a gui and than pseudo some of you code,

If your doing online work, i'd suggest an applet or using javascript.

For example, I'm, building a Management system for my Fraternity,

What I did what, write out what variables I will need and their types on a piece of paper, write out what tables will be needed and what relations,

drew out ideas of each screen and layout.

You could use it with a backend (database) and front end (java) and just touch back and forth.
