I'm looking for something that will allow HELP screens, Like can't you click help when you are trying to determine properties on a class, method, comparison, etc.,. and get all the available options and syntax?

The function you are looking for is called code completion. IDEs like Eclipse (free) and IntelliJ and JBuilder (payware) offer this.
