Sun discontinued that package for the Microsoft Windows OS. imho I think the rxtx package is better (I worked with both).

The Sun package comes with installation notes that tell you exactly what file has to be put where (and why). Did you read it?

yes i placed .dll file in bin and jar file in lib folder

If I remember well there's also a small properties file you have to store somewhere. btw that .jar file can be stored in your ext directory, that way you don't have to mention it in your classpath settings.
