First you've to create a project, and inside that you can create packages and files based on your design.

yeap, I use netbeans also.
It's easier than another IDE ^^

It comes with a tutorial I believe, and so the first step is probably to step through the tutorial.

Yes lol, NetBeans have a nice guide there in the website. It explain all what you to get start, step-by-step.

Actually no need worried much about this, because the same guide can be find in the help in NetBeans.

Actually I recommended quick start guide rather searching on the help page. Help page is quite a mess, looking at.
