how do i make java external/internal?

I downloaded this game called, "Moparscape" and it always says
'java' is not recognized as an internal or external command,
operable program or batch file.
what do i do?
i don't know how to make java internal or external........
Please help me.......

Lately, there were serious problems related to moderation and i have disabled moderation all together temporarily.
