How to create a plugin for hint and user interactive messages in status bar

I have been tasked to create a user hint and interactive messages plugin that will appear at the bottom of the screen. This will guide the user through all the steps needed to complete certain tasks in an application and also for the user to acknowledge whenever they encounter problems. Any bright ideas on how to do this?
