Now I want to switch to java and learn it from scratch. Please tell me how long will it take to actually write programs in java from a job point of view..

At least twice as long as you think. Or another saying goes: it takes 50% of the time for 90% of the project and 50% for last 10%.long will it take to actually write programs in java
To learn java from scratch, 2 years.

Actually, I don't know when you would know enough to be productive. It's been too long ago.
java has many, many parts. Best to pick a couple that you like or are familiar with and do those first. Like networking or database.

What kind of web pages are you talking about? You mean creative/decorated once with all animations and stuff. Work on with Java to achieve it not a good idea. Doing it using Java actually is dead. In such cases normally we use pure web development technologies, like HTML, CSS, Flash, Silverlight and so on.
You can develop web base application using Java technologies. JSP(Java Server Pages) is in advance most of the time.

I'm not following your questions.
If you use something like Netbeans to create servlets, you can learn to write HTML pages using Java in a week or two.
If you are asking how long it takes to become a professional website developer using Java, the answer depends. If you are already a professional website developer using other technology (php, perl, etc) then a month or two. If not, it might take five years, depending on how smart you are and how hard you work.
What are you really asking?
