Post edited and translated into English.

To the original poster, please avoid non-standard abbreviation and grammar. It is hard enough to understand the question without you making it harder, especially for our volunteers for whom English is not their primary or secondary language.

It appears on brief Google check that most DC++ clients are written in C++ and are based on a C++ library called DC++, or similar libraries. But you still could use Java to interact with these libraries via JNA if desired, but my bet is that your most straight-forward path is to use C++. I welcome any and all corrections.

The answer is different regarding creation of clients that connects to the network used by DC++ clients, the Advanced Direct Connect protocol. Here per Wikipedia, clients have been created in many languages, including C++, C# and visual basic, but I while don't see Java on the list, I'm sure that it could be done.
