Are you writing your own server, rather than writing an application to go on a server?

That's what I thought.
Have you had a look through the Sun website for Java papers and specs?
You'll want the spec (whatever it's called) for what you need to do for creating a Java web server, and I would expect the reference implementation, whatever that's called (is that Glassfish?).
The J2EE spec is here(PDF). There's a section on Servlets (J2EE.6.4).
