does it differ if i succeded in running the program locally from running it over the internet, i think the firewall is the only program ??

You'll have to open your firewall to the port your accepting your socket on, or put your server into a DMZ.
Additionally, you'll have to point the client to the IP your ISP has given you (not your network IP like 192.168.0.2 or something).

that means that i dont have to change anything in code just the firewall and the ip am sending.
