Question FIFO communication over a unreliable UDP
How to design and implement a reliable FIFO communication subsystem over the unreliable UDP layer for the communication between a primary and its backup servers.

Reliable UDP is a complex topic.
I would suggest you look at how JGroups is implemented before considering writing your own.
