Can't Stop packet from transmitting and unable to understand packet format

I have used JPcap library for capturing the packet. But I can't block the packet from transmitting. How can I stop packet from reaching destination.

Setup a firewall between the sender and the receiver or routing rules in your router where the only way from a packet to get from the sender tot he receiver is through your program. Then you can block packets by not sending the packet on.
As you may surmise this is not trivial to do.
To decode a packet you need to understand the protocols involved.
The reason this is difficult to do is that making it any easier would make programs vulnerable to attack by hackers.
Why do you want to do this because there is probably an easier way.
