Position description:

The Division of Retirement and Benefits (DRB) is seeking a unique individual with high-energy, a drive for excellence, and a desire to collaborate with other IT staff to fill our Analyst/Programmer V position.

The successful applicant will lead a team responsible for full life cycle application development in JAVA technologies and in the maintenance of older applications. The applicant must have firsthand experience developing software and in database design/programming. The applicant must also be able to adapt to rapidly changing priorities and quickly learn new software, as well as multi-task.

The successful applicant will be required to execute complex programming tasks as well as mentor others to perform programming tasks in major systems. An individual in this job class must also have the ability to: define user requirements; design and write system specifications and programs; work with staff to provide technical reports; manage application development projects; and define and meet project deadlines.

Key responsibilities include:
Working as the leader of a team that is responsible for full life cycle application development in JAVA technologies and maintenance of older applications
Developing and maintaining software in JAVA (this experience is a core prerequisite)
Designing databases on an Oracle server, creating/ modifying stored procedures and advanced SQL.
Experience working with managers to clarify and implement management initiatives.
Executing complex programming tasks as well as mentoring of others to perform programming tasks in major systems
A strong desire to work as team member.
Defining user requirements and system architecture; designing and writing system specifications and programs; working with staff to provide technical reports; and communicating effectively with users, data processing personnel, and management to evaluate problems and recommend solutions.

We are looking for the following demonstrated strengths and experience:Minimum of two years of JAVA architecture and programming experience
Minimum of four years of professional experience in analysis, system design and specification writing experience
Minimum of four years relational database experience
Minimum of two years mentoring junior staff in technical knowledge
Minimum of two years of professional experience working on multiple team IT projects simultaneously
Strong oral and written communication skills and ability to communicate effectively
Business Process Modeling experience
