Are you taking about how to use blx.tld? Blazix provide this tag for you. Here is link I've used time ago.

Blazix tags for JSP 1.1

actually i tried to use blx:email tag using this library but tomcat gives an error tld not found

Will Blazix package works fine with Eclipse?

I don't have try it on Eclipse. Actually I don't have work on Eclipse either. There is separate forum that you can discuss this matter, regarding IDEs.

May be you can find about it on Blazix package documentation. Have you read that.
