check in the windows services if there is a tomcat service running.

What comes up when you load that url? Do you have proxy by pass for localhost setup on your browser?

check in your system is 8080 port is used by some other service .if so stop the service and restart the tomcat startup.bat file . use this command in command prompt netstat -an |find /i "8080".

Try http://127.0.0.1:8080/
Sometimes windows Firewall can block calls to localhost. Also try disabling windows firewall.
