    I would say the 'better' one is the one that you have the most experience developing with, the most available support staff to maintain it, and the infrastructure to host it.

    as much as I personally prefer Java (and JSP) appllications over PHP, one should not use shiny tools if they don't know how to use them.

    If I were to design a college management system. I would make it web-based.
    but that is only if you were to market it. If this is for fun, than I'd do it in java.
