problems with the tabset

I have a tabset, with 2 tab´s in its interior. When I click to change the tab, the webpage reloads and it placed in the bar of displacement in superior part, that is so complicated for the users.
i have tried insert an anchor and modify url parameter of the tabs, doing: URL=miPage.jsp#Anchorinferior but it doesn´t work

Can you help me?
