    What about this (as a first step):

    Java Code:
    import java.net.*;

    public class NoGovernmentCookies implements CookiePolicy {
    	@Override
    	public boolean shouldAccept(URI uri, HttpCookie cookie) {
    		if (uri.getAuthority().toLowerCase().endsWith(".gov")
    			|| cookie.getDomain().toLowerCase().endsWith(".gov")) {
    			return false;
    		}
    		return true;
    	}
    }
