path of packets

hi all...
How to find path of an packets through java or servlet program... tracert command gives one result.... but a request will be send as packets through different paths... how to find that paths..... also how to set time delay to a request.....

there is not any userland way (without being a routing device and using routing protocols) to discover the available routes and compute the cost metrics of each route. other than someone hand-populating a lookup table of the known network topology and the measured average costs ahead of time. this is a kind of configured heuristics.
