Remote Triggering of Webcam

I need to develop an applet that someone can install on their computer that would allow me to take a picture of him through his webcam and upload the jpeg to my server. I am a PHP/MySQL general HTML type web guy and have only minimal experience with JAVA. But I know I need something like JAVA to make it work and I need to be able to let someone over-ride the native security features of the JVM

Is this possible? And if so, where do I start? I can code C style pretty well but only have the slightest knowledge of JAVA classes. Also, how would one get access to a webcam. Is this doable considering the security built into JVM and browsers?

Answering that would be a good starting point before you go further with your program.
How would the program be started?
If its an applet, who opens the browser and enters the URL to load the HTML with the applet tag?
Why use an applet vs a normal app?
