Can you describe the problem more? What programs and HTML are involved? Where are they located? Where are you executing them?
Applets(without permission) can only connect to the server they are loaded from.
the server is off. that's why when you tried connecting it's refused. it happens when you start your client before the server
i have the same reason this is exactly what popped up: btw this is from runescape the official version:

Runescape won't let you log on with anything other than their own clients. It's called security.
