First of all, this is not the sub-forum to discuss technical questions in our forum.

Next, discuss about in-disciplinary topics in the forum is not allowed.

And also when you ask a question next time, please ask it more clearly.

Much better. And we don't have clear actions to take for such instance, may be user can ban for few days or permanently.

    first timer - warning.
    second timer - yellow card.
    third timer - red card.

actions to take for yellow card and red card are still being purposed. how about 3 days ban and permanently.

Normally what we do is give a warning to the user, not in the first step of the mislead here. Then normally ban him. Depends on what he/she done in the community it can be temporary or permanent.

You can use Java for lots of things, in good way or in bad way. Discussing bad things in public is not good, can cause lots of problem. On the forum, mainly not good for there rankings.
