What type of bean? Entity? Session? Assuming you have J2EE enable version of Eclipse, go to the J2ee perspective and create a new J2EE Project. The details are a bit hazy since its been a while since I set one up, but once the appropriate project is created and you are in the appropriate perspective, you should have the ability to create a bean class.
