I don't see any < or > in Java perspective, where are you looking at in the IDE?

<java> perspective
i'm looking at the upper right portion where it lists the different perspectives that your ide is using. i usually have java, c/c++ and php perspectives open and I just switch from any one of them.
The java perspective has the < and > symbols around the name. other symptoms are that the autocomplete function is not working. When i create another workspace the java perspective works fine, the < and > symbols are gone but on the old workspace, it is there.
I think the < and > in the name means an error has occured but I can't find any error in the logs. Can you tell me what is happening and why? Can you tell me how to fix it?
