There are several links to APIs, and I don't know which one you're looking for. Did you try clicking the links on that page?

I don't know what else to tell you. From the link I gave you, you can click on "Get Documentation & APIs", then "Reference Implementation APIs", then it lists links to several ME APIs. Is that not what you're looking for?

That's why I asked you if you actually clicked any of the links. Only one way to find out. Also, even if it was for downloading, the interface would still be the same.

That's because you're looking for something that doesn't exist. Java ME has its own classes and API. Even if the classes have the same name and package, the methods may be (and are) different from their counterparts in Java SE.
The language features are compatible with Java 1.3.
